First Constable in Scottsdale
Maricopa County created a Scottsdale
voting precinct and justice court in 1922. Constable Al
Frederick and Justice of the Peace William Kimsey became
influential leaders. At that time, a cotton gin had opened
on Second Street and Brown Avenue to process Scottsdale-grown
Pima cotton, which was in great demand during World War
